Walking Dogs

I live on Apple Blossom Rd in Forks Twsp.  I noticed this year a lot of dog walkers have these retractable leashes for their dogs.  I have a 110 lb. black lab that is normally out front with me when I am gardening. She is on a leash that goes half way down the front yard.  She does not like other dogs so I keep her half way up the yard away from the street. 
Dog walkers with these retractable leashes are letting their dogs go up on peoples lawns and do their business.  Some clean it up, some don't. The problem is, if your dog does not like other dogs, and that dog comes in your yard and heaven forbid a fight breaks out, who is at fault.  I believe their fault, their dog is not under control on a retractable leash that is let out 10 feet or longer ahead of the walker.  Does anyone know the real answer.  Please remember when you walk your dog in neighborhoods that does not mean you can use another persons yard for your dogs to roam on.  Thank you.  Pat & Kevin and dog Lucy...
