Palmer Man's Call For Help Leads to Drug Charges

Palmer Township man who called police to report unconscious friend jailed on alleged drug offenses.

say a Palmer Township man was arrested on drug charges Monday after calling to report that his friend was unconscious.

According to the Express-Times, 32-year-old Joseph Kowal of Palmer Township had called police around 9 p.m. after finding his friend unconscious on the banks of the Delaware River near the Route 22 bridge. 

When police responded, they found Kowal was carring heroin and drug paraphernalia. He was arrested on a bench warrant for a probation violation, and will be charged via summons with drug possession.

Police say Kowal's friend -- who had regained consciousness by the time officers arrived -- may have overdosed, and could be charged with drug offenses.
