Police: Woman Uses Stroller to Steal from The Bon-Ton

Police says an Easton woman was caught shoplifting at The Bon-Ton the same day she entered a rehabilitation program for shoplifting.

 

On the same day an accused shoplifter was accepted into a special program for first-time offenders, she became a second-time offender for shoplifting from The Bon-Ton, according to court records.

Akilah Hazelann Rose-Frazer of Easton is charged with shoplifting $214.48 of items around 11:30 a.m. Wednesday, Feb. 29 from The Bon-Ton in Palmer Park Mall.

Last October, Rose-Frazer – accompanied by two children – was accused of stealing $293.46 in clothing, jewelry and perfume from department store in the Northampton Crossings shopping center in Lower Nazareth Township.

In both incidents, she used a baby stroller to conceal the items, the records say.

The records confirm that on Wednesday, Rose-Frazer was admitted into the Accelerated Rehabilitative Disposition program for first-time offenders. Those who complete the ARD program have their criminal records expunged.

Rose-Frazer's future in the ARD program is in the hands of the Northampton County District Attorney's office.

Rose-Frazer, who turned 32 last Saturday and lives at 250 Ann St., Apt. B-3, was scheduled for an 8:30am hearing Wednesday in county court, although it's not clear exactly when her hearing occurred. But the records say that the alleged shoplifting incident at The Bon-Ton occurred around 11:30am Wednesday.

According to a criminal complaint filed by Palmer Patrolman David E. Brotzman, police arriving at the store were told by store security that a person – later identified at Rose-Frazer – who had placed several items in a baby stroller and had left without paying was in custody.

The items were four pairs of children's shoes valued at $174.56 and four pillow cases valued at $39.92.

She was arraigned by of Palmer Township on a charge of retail theft and released after posting 10 percent of $3,500 bail.

The first alleged shoplifting occurred on Oct. 4 around 4:41pm at Kohl's. According to a criminal complaint filed by Colonial Regional Patrolman Jason Spirito, police responded to a retail theft in progress. A store loss-prevention official said a woman with two children was seen taking clothing and concealing it in a baby stroller she was pushing.

Spirito said he and the store official watched a surveillance camera that showed the woman – later identified as Rose-Frazer – concealing a bottle of perfume in a bag on the stroller.

The store official stopped Rose-Frazer and the children once they left the store. When asked if someone could pick up the children, she said she had moved from New York and knew no one who could do that.

Spirito called the district attorney's office and was told he could obtain a warrant for Rose-Turner at a later time.

Spirito filed the arrest warrant on Oct. 17, charging her with retail theft. She was arraigned by District Judge Joseph Barner of Lower Nazareth Township.
