Forks: Your Sinkhole, Your Problem

A new policy would clarify responsibility for sinkholes and stormwater runoff in Forks Township.

A new sinkhole and storm water policy was introduced at Thursday's supervisors meeting in Forks Township that clarifies who is responsible for fixing those problems. In a year that saw more than 24 inches above average rainfall, township solicitor Karl Kline said residents have been asking the township to fix swales and sinkholes. For that reason, it was time to establish a policy. Essentially, the new policy states that if a sinkhole or stormwater system is on public property, then the township will fix it, but if it is on private property, then it’s the owner’s responsibility. As it turns out, the Township has an ordinance that covers sinkholes in swales (“Article III” of “Chapter 125. Nuisances”). The long and short of it is: the Township is required to declare the sinkhole a “public nuisance” whereby the landowner is obligated to complete repairs within 10 days of written notice from the Township. Forks’ 2012 Budget Draft has a $210,000 Deficit

Forks Township’s 2012 budget has no new taxes but has a $210,000 revenue deficit.

Forks Supervisors received a rough draft of the township’s 2012 budget Thursday night that projects a $210,000 deficit, but calls for no new taxes. Supervisors, however, wondered if they were being too nearsighted in their planning. “Have we explored enough what might happen in 2013?" Supervisor C. David Howell asked. “With a deficit in 2012 and revenues not meeting expenditures, should we consider a ¼-mill tax increase?” The budget draft amounts to $7,984,665, with revenues falling $210,000 short to cover those expenses. But Finance Manager Jim Farley said the township currently has a $659,000 surplus that will be used in 2012 to make up the difference.
