Digital Billboard Brightness Battle Not Over Yet

Palmer Township residents go before Board of Supervisors to complain that Route 22 digital billboard is still too bright.

They thought this battle was over. Despite the fact that Palmer Township officials filed an injunction to have the developer of the controversial digital billboard on Route 22 get into code compliance, residents still appeared before the Board of Supervisors Monday night to complain some more. This time, the focus was on brightness and blight. Board of Supervisors Chairman Dave Colver said that residents showed up at Monday's meeting to say that they believe the billboard—which passed a township engineer's illumination test to meet code—is still too bright. "They (residents) think the developer [Abraham Atiyeh] turned it back up," Colver said. "It's not as bright as it used to be. And it's hard to believe he would do that." Colver said …

Palmer Digital Billboard Clears Hurdles

The controversial Route 22 billboard has complied with code violations, Palmer Township officials say.

  The battle is over. Palmer Township officials said Friday that the controversial digital billboard on Route 22 has cleared its last hurdle. Board of Supervisors Chairman Dave Colver said Friday that a lighting test was conducted with the township's electrical engineer between 9 and 10 p.m. Wednesday with the billboard on and off. He said the testing took place a couple of times and that the billboard passes the mandated illumination requirements. Colver also stated that Met-Ed will provide permanent power for the billboard on Monday. He said the developer has been issued a temporary certificate of occupany, but once permanent power is in place, then the billboard will receive a permanent certificate of occupancy. The system is broken or at least, inadequate. Communication methods are poor. Hardly anyone diligently reads public notices. Both my wife and I read the local papers every day and somehow we did not pick up that this billboard would be placed in a location that looms over the neighborhood. Palmer Digital Billboard Close to Compliance

An injunction hearing over a digital billboard in Palmer Township was put off Tuesday as the developer gets close to compliance with township zoning codes.

It's almost in compliance. With a hearing scheduled Tuesday morning on an injunction over the controversial digital billboard on Route 22, Palmer Township's solicitor asked a judge to hold off because the developer was complying with resolving code violations. Appearing before Northampton County udge Paula Roscioli, Township Solicitor Charles Bruno stated that based on "considerable progress" in the past week, Palmer Township would hold off on the injunction hearing and might even withdraw its petition if the final measures are completed. The last obstacle before a certificate of occupancy is issued has to do with an illumination test of the billboard, which Bruno said is expected to take place Wednesday night. Digital Billboard Injunction Hearing Tuesday

Palmer Township going to court Tuesday over injunction against digital billboard on Route 22.

The court date is now set. Palmer Township will go to court Tuesday to battle code violations from the controversial digital billboard on Route 22, township officials said Monday. Board of Supervisors Chairman Dave Colver confirmed Monday that Palmer Township will appear before a Northampton County Court judge Tuesday. Township Solicitor Charles Bruno said the hearing is slated for 11 a.m. Bruno filed an injunction Friday morning in Northampton County Court for the billboard developer to comply with several township code violations. The Board of Supervisors unanimously approved a motion last Monday night to go forward with the injunction. Palmer’s Digital Billboard Ordinance Gets Delayed

Palmer Supervisors delay a vote on the township's new billboard ordinance to remove a "lights out" requirement.

Palmer Township Supervisors were about to approve the new digital billboard ordinance when a billboard industry representative spoke up. Margaret Kyle, a real estate manager and account executive with Lamar Advertising, said her company is concerned with the section of the ordinance that requires the digital signs to be switched off from 11 p.m. to 6 a.m. Her clients spend millions of dollars to advertise on digital billboards, Kyle said, so losing seven hours of customer viewing, seven days a week, is not cost effective for them. The point of the township’s ordinance is to keep the bright billboard lights from disturbing residential neighborhoods at night. “I don’t want a light from my billboard coming into a person’s bedroom,” Kyle said…

Digital Billboard Hearing Postponed, Again

The zoning hearing tonight on a proposed digital billboard in Palmer Township is off the agenda at the request of the applicant.

The applicants for a digital billboard to be erected in Palmer Township withdrew from tonight’s zoning hearing board meeting, according to township Zoning Administrator James Raudenbush. The applicant, Pennsylvania Venture Capital, Inc. of Whitehall, sent the board a letter postponing its appearance until January, Raudenbush said. The proposed digital billboard needs a zoning variance because it would exceed the township’s size limits and would encroach on a residential neighborhood. A special meeting scheduled in October was also cancelled to give the township time to review the proposal.
